The Memphis Metropolitan Land Bank Authority (MMLBA) is dedicated to transforming vacant and tax-delinquent properties into productive assets for the community. By acquiring, managing, and disposing of properties, MMLBA aims to reduce blight, stimulate development, and create opportunities for revitalization in Memphis and the surrounding metropolitan area. Through community collaboration, developer partnerships, and innovative reuse programs, MMLBA seeks to build vibrant neighborhoods and enhance the quality of life for residents.

Who We Are

Our History

The Memphis Metropolitan Land Bank Authority (MMLBA) is a quasi-governmental nonprofit agency established in 2015 by the Memphis City Council as a local land bank, within the meaning of the Tennessee Local Land Bank Program, Tenn. Code Ann. § 13-30-101.

As a real estate development entity designed to eliminate blight and restore the tax base. Our mission is to strengthen communities by holding, engaging, acquiring, revitalizing and dispose of blighted properties.

What is Blight?

According to Tennessee Code Annotated (TCA) § 13-20-201, a “blighted area” is defined as a location where conditions such as dilapidation, deterioration, and overcrowding create an environment that is detrimental to public health, safety, and welfare. These areas may suffer from issues like poor ventilation, lack of light and sanitation, high population density, or other factors that contribute to the spread of disease, crime, and overall decline in living conditions. Addressing blight is crucial for improving the quality of life in our communities and ensuring a safe, healthy environment for all residents.

Acquire and Dispose of Properties

MMLBA can take control of tax-delinquent, blighted, or abandoned properties, preparing them for redevelopment. It can then sell, transfer, or repurpose these properties for public use or community benefit.

Eliminate Blight and Stabilize Neighborhoods

MMLBA can remove unsafe structures, clean up abandoned properties, and secure vacant buildings to stabilize neighborhoods and attract new investments.
